Analysis of the Foundation and Obstacles in the Construction of“China-Central Asia-West Asia Economic Corridor”

本文首先在对"跨境经济走廊"的理论基础进行溯源的基础上界定其范畴和运行机理,并就该走廊的战略意义、经贸关系、政治互信、能源基建合作以及金融合作等建设基础进行阐述;其次,通过定性定量分析认为,在推进该走廊的建设中存在四大困境,这些困境的化解更值得研究;最后,提出在经济走廊的推进过程中,核心要素是建设成果利益的合理分配与共享,重要前提是建设中的设施联通及互联互通,立足点是产业合作及优势互补,可尝试建立"双边、小多边"的合作机制,同时赋予"一带一路"核心区的新疆以更多的权限。

This paper analyzses the theoretical origin and concepts and running mechanism of ＂cross-border economic corridor＂. Then, the article expounds the strategic significance of the corridor, economic and trade relations, political mutual trust, cooperation and energy infrastructure and financial cooperation, etc.. this paper also considers in promoting the construction of the corridor, there are four obstacles, these difficulties and solve is more worth studying. Finally, the paper puts forward the following countermeasures： the reasonable distribution and sharing of the interests is the core of it, connectivity is the important precondition for it, industry cooperation and complementary advantages is its footing. We should try to establish a small bilateral and multilateral cooperation mechanisms, At the same time, Xinjiang should be given more authority.
