摘要
根据区域科技创新资源的要素分类进行配置筛选,由于资源筛选是一个非线性组合优化的过程,因此通过改进蚁群算法的多次迭代运算,发现启发式信息、正反馈机制、信息素挥发机制是影响主体参与机制和资源要素配置的3个决定因子。最后根据政府的参与实证为例,提出可以寻找最优经济和社会效益导向下的区域科技创新资源最优配置体系。
According to the classification of the elements of regional scientific and technological innovation resources configured screening, due to the Fact that the resource selection is a nonlinear combinatorial optimization of the process, by using the improved ant colony algorithm through the multiple iterative operation, the paper found that the heuristic information, the positive feedback mechanism, and the pheromone volatilization mechanism are the three elements influencing the main body participation mechanism and resource configuration. According to the empirical study on participation of the government, the paper proposed that the optimal economic and social benefits can be searched under the guide of regional scientific and technological innovation resources optimal allocation system.
