外汇储备是指为应对国际支付的需要,各国中央银行及其他政府机构集中持有的外汇资产。经过改革开放近四十年的发展,我国外汇储备经历了由短缺到充足,达到峰值后"掉头"急转直下的过程。无论是之前我国外汇储备的快速增长还是近年来的逐渐减少,均引发了很多的猜测和担忧。因此,如何正确认识我国外汇储备的变动情况对我国经济贸易的发展显得尤为重要。在辨析了有关外汇储备认识误区的基础上,本文探究了影响我国外汇储备变动的多个因素,并最终从外汇储备规模控制、外汇储备币种选择以及外汇管理当局如何顺应发展潮流等方面提出相关政策性建议。

Foreign reserves refers to the response to the needs of international payments, central banks and other government institutions to concentrate their holdings of foreign assets.After nearly forty years of reforming,China＇s foreign exchange reserves experienced a shortage of adequate, peaked ＂turn-around＂ key process.Prior to both the rapid growth of China＇s foreign exchange reserve was gradually reduced in recent years, have caused many conjectures and worries.Therefore, how to correctly understand the changes in China＇s foreign exchange reserves for China＇s economic and trade development is particularly important.Based on an analysis of the misunderstanding about foreign exchange reserves, the paper explores the multiple factors affecting the change in China＇s foreign exchange reserves, and, from the foreign exchange reserve scale control, currency options and foreign exchange management authorities to comply with the development trend of relevant policy recommendations.
