从时间上看,吴越地区在唐末五代的筑城是以钱谬在世时的887~893、896~909两个时段为集中发生期,以军事防御为主要目的开展的,前段为钱镠身为杭州刺史的自固之举,后段是兼领镇东军后权力深入属州的需要;从地域上看,所筑的城池主要分布在这一地区的北部,这和吴越与吴国紧张的对峙密切相关,同时也反映出钱氏在吴越地区北部及西部存在着人力、物力和财力上的倾斜,此举进而促进了区域中心城市由越州向杭州的转移和浙北地区的开发。
