兰考试验区是对中国特色现代金融体系的重要探索——兼评《河南省兰考县普惠金融改革试验区总体方案》

Lankao Pilot Zone Is an Important Exploration of the Modern Finance System with Chinese Characteristics——Also on “The Overall Plan for Inclusive Finance Reform Pilot Zone” in Lankao County Henan Province

2016年12月26日,经国务院同意,《河南省兰考县普惠金融改革试验区总体方案》正式印发,兰考县成为首个国家级普惠金融改革试验区。作为全方位为社会所有阶层与群体提供有效服务的金融体系,普惠金融对于完善现代金融制度,改善县域金融服务以及解决社会贫困都具有重要意义。为在兰考县加快探索出一条可持续可复制可推广的普惠金融发展之路,《总体方案》突出"普惠、特惠、县域"三大主题,围绕贫困县域及"农业农村农民农民工"发展面临的难题,兼顾效率与公平原则,在组织体系、市场建设、金融创新、基础设施、权益保护、政策扶持等方面多措并举。在此意义上说,兰考县的普惠金融改革试验,就是对兼顾效率与公平的中国特色现代金融体系的重大探索。

＂The Overall Plan for Inclusive Financial Reform Pilot Zone in Lankao county Henan province＂was approved by the State Council and formally issued in December 26,2016; Lankao county became the first national inclusive finance reform pilot zone in China. As a financial system providing effective services for sectors of society and groups,inclusive finance is of important significance for improving the modern financial system,improving the county financial services and solving the social problems of poverty. In order to explore a sustainable,replicable and promotable inclusive finance development path in Lankao county,three major themes,i. e. the ＂inclusive,special,county＂ are highlighted in the overall plan, around the problems for poverty counties, and ＂agriculture,countryside,farmers and migrant workers＂development,considering both efficiency and fairness,proposing such measures as the financial organizational system,financial market construction,financial innovation,infrastructure construction,financial consumer protection,policy support,etc. In this sense,the inclusive finance reform pilot in Lankao is a great exploration of the modern financial system with Chinese characteristics considering both efficiency and fairness.
