生态环境是人类赖以生存和发展的基本条件,是民生发展的必要前提。保护生态环境就是保护生产力,改善生态环境就是发展生产力,良好生态环境是最公平的公共产品,是最普惠的民生福祉。我国民族地区是生态脆弱区,是经济和生态的双重贫困区,建设美丽中国,美丽民族地区,需要按照生态文明要求,改善生态环境,实现生态保护与民生协调发展。

The ecological environment is the basic condition for human to survive and develop, and it＇ s a necessary prerequisite for the development of people＇ s livelihood. The protection and improvement of eco- logical environment are to protect and develop productivity. Good ecological environment is not only the best public goods but also the most inclusive well - being of people＇ s livelihood. Ethnic areas are ecologically fragile, and are poor both in economy and ecology in China. Thus, to make China and ethnic areas more beautiful, the ecological environment should be improved under the requirements of ecological civilization, with realization of coordinated development of ecological protection and people＇ s livelihood.
