中国区域财政支农绩效的差异性分析

Performance Differences of Regional Financial Support for Agriculture in China

财政支农重在投入,贵在效率。基于区域财政支农绩效评价指标体系的设计,运用AHP层次分析法对中国31个省份财政支农绩效进行实证分析,结果显示:各省份财政支农绩效有别,存在显著的区域差异性,表现为"粮食主产区>粮食主销区>粮食平衡区"与"中部地区>东部地区>西部地区"。从长远计,只有不断缩小省份间差距,实现全国范围内财政支农绩效的整体提升,才能保证国家支农资源落到实处。提出建立健全财政支农长效机制、注重提高地方政府在财政支农过程中的话语权、针对不同区域进行差异化财政支农政策安排、加强财政支农政策的运行保障等政策建议。

The key to financial support for agriculture lies in input and efficiency.Based on the design of the performance evaluation index system for regional financial support for agriculture, by using the AHP analyt- ic hierarchy process （AHP） , an empirical analysis was conducted of the performance of 31 provinces＇ finance support for agricuhure.h shows that significant regional differences exist among provinces in their financial sup- port for agriculture characterized by ＂major grain-producing areas 〉 grain major sales District 〉 grain balance area＂ and ＂the central region 〉 the eastern region 〉 the western region＂ .In the long run, only by constantly narrowing the gap between provinces and realizing the overall ascension of the performance of agricultural fi- nancial subsidies across the country can the agriculture resources of the nation be implemented. Accordingly, the next step should be to establish and improve the long-term mechanism of fiscal support for agriculture with the focus on improving the local government＇ s say in the process. Besides, it is important to provide financial support according to different regional financial policies and strengthen the operation guarantee for the financial support for agriculture.
