The cinfined to the development of new media is changing with institutional control of its development. It is the passing of each day, and the traditional media are not becoming one of the important causes of public participa- tion in unexpected mass incidents. Intergroup emotion as an important factor in the group attitude continues to spread, lead the basic trend of sudden mass incidents, and promote the overall process of sudden mass incidents. Through the gradual evolution of the group emotion in the network background, combined with the cognitive, emo- tional and behavioral stages of the.attitude theory,it clarifies the evolution process of the group emotion in the sud- den group event and the media in the sudden mass incidents in the intercourse of the emotional intervention, and thus presents some methods for the media and government to cope with intergroup emotion regulation.
