城乡统一的居民养老保险的建立与发展,标志着中国养老保障体系建设进入到了一个全新的阶段。根据当前的发展态势与环境条件,城乡居民养老保险关系的接续转移和激励机制方面存在的缺陷与不足,以及待遇水平的相对低下等,是影响和制约城乡居民养老保险可持续发展的主要问题。为此,增强城乡居民养老保险的可持续性,关键就在于进一步完善城乡居民养老保险关系接续转移政策、改进城乡居民养老保险的激励机制设计,以及稳步提高城乡居民养老保险的待遇水平。

According to the development trend of the current environment and conditions, defects in transferring and incentive mechanism of urban and rural residents pension insurance relationship and the insufficiency, and the treatment level is relatively low, is the main problem of the sustainable development of influence and restrict the development of urban and rural residents pension insurance. Therefore, enhance the sustainability of urban and rural pension insurance, the key is to further improve the urban and rural residents pension insurance relations transferring policy, improved design of incentive mechanism, and steadily improve the level of treatment of urban and rural pension insurance.
