Analysis of Developing New Agricultural Management Entities Based Supply-Side Factors

作为关键的两类供给侧因素,农业和农民对推动新型农业经营主体发展至关重要。农业不是天然的弱质产业,可以培育出有竞争实力的市场主体。农民属于经济理性人,可以被培养为掌握有较高农业技能的现代生产者和管理者。即便如此,现阶段新型农业经营主体发展仍然存在土地和资金约束、精英式农民缺乏、政府支农政策脱节、政策落实效率不高的困境。因此,应加速土地流转,破除农业生产的资金瓶颈;发展农业职业教育,培养精英式农民;创新政府扶持方式,提高新型农业经营主体发展效率,从而实现我国新型农业经营主体的可持续发展。

As the two key factors of supply side, agriculture and farmers are very important to promote the develop- ment of new agricultural management entities. Agriculture is not a weak industry in nature and can develop the mar- ket entities with competitive strength. Farmers can do as economic people with rationality and be trained as modern producers and managers with higher agricultural skills. Nevertheless, there are still some difficulties in developing new agricultural management entities, such as the constraints of land and capital, the lack of elite farmers, the dis- connection of the government＇ s agriculture-supporting policy and the low efficiency of policy implementation. This paper comes up with some measures to achieve the sustainable development of new agricultural management entities, including speeding up the land circulation to get rid of the bottleneck of agricultural production, developing the agri- cultural vocational education for cultivating the elite farmers, innovating the way of government support to improve the efficiency of developing the new agricultural management entities.
