财政支出、TFP增长率与经济增长的实证研究——以西藏自治区为例

An Empirical Study of Fiscal Expenditure,the TFP Growth Rate and Economic Growth——Taking Tibet Autonomous Region as an example

文章采用定性分析与定量分析相结合的方法,研究西藏的财政支出对于TFP增长率的影响机制,继而从促进经济增长的角度提出优化财政支出的结构,得出以下几点结论:第一,西藏的TFP增长率普遍较低,存在资本深化现象;第二,西藏的公共财政预算支出对于TFP增长率有一定的促进作用;第三,行政管理支出、教育和科技支出对于TFP增长率有一定的影响。因此,提高财政统筹效率,优化财政支出结构,合理控制行政管理支出,增加教育和科技支出的效益,对于提高西藏TFP增长率,实现经济可持续发展,当好中国"一带一路"面向南亚开放大通道的大门具有重要意义。

By using qualitative analysis with quantitative analysis, the influencing mechanism of financial expendi- ture on the TFP growth rate is studied so as to optimize financial expenditure structure from the perspective of promoting economic growth. Some conclusions are drawn from the study： first, the TFP growth rate in Tibet is generally low, and capital deepening is strengthened; Second, the public financial expenditure budget has a pro- moting effect on the TFP growth rate of Tibet; Third, the expenditure on administration, education, science and technology also has some effects on the TFP growth rate. Therefore, it is of great significance to promote financial management efficiency, optimize the structure of fiscal expenditure, reasonably control administrative expenses, and increase the expenditure on education and technology for the increase of the TFP growth rate in Tibet, the re- alization of the sustainable development of Tibet＇ s economy, and having Tibet play its role as the gate on the pas- sageway through South Asia.
