摘要
排污权交易政策是一种运用市场机制治理环境污染的手段,但我国在排污权交易制度方面在实践中存在不少问题,总体仍处于起步阶段。统计大连地区近10年主要污染物的排放总量,其数据表明整体排放量在逐年增加,在我国力争2030年达到排放限值的背景下,可预测大连的排污总量还会增加。排污权交易可在总量控制的前提下,高效配置环境容量,解决经济增长和环境保护的矛盾。结合大连市市区锅炉改造实例,探讨在大连市应用排污权交易的可行性。
Emission trading policy is a means of using market mechanism to control environmental pollution. However, there are still many problems in the practice of emission trading system, and the whole is still in the initial stage. Statistics on the total discharge of major pollutants in Dalian in the past 10 years, indicating that the overall emissions increased year by year, in the domestic efforts to 2030 to reach the limits of emissions in the context of Dalian City can predict the total amount of sewage will increase. Emissions trading can be under the premise of total control, efficient allocation of environmental capacity, to solve economic growth and environmental protection contradictions. Based on the example of boiler renovation in Dalian, this paper discusses the feasibility of applying emission trading in Dalian.
