从铁路总公司要求层面和铁路局具体实施层面,分析我国铁路安全风险管理的现状,总结铁路局推行安全风险管理的典型程序。分析我国铁路行业推行风险管理的过程和取得的成功经验。基于对当前我国铁路安全风险管理所存在问题的深入分析,提出从"建立并持续维护安全事故数据库"和"深化对人为因素影响的分析"两方面对其进行进一步改进的建议。

With a view to the requirements made by China Railways Corporation and specific implementation by the Railroad Bureau, the article analyses the status quo of the railway security risk management in China, summarizing the typical procedures for the Railroad Bureau to carry out security risk management. It analyses the process to carry out railway security risk management in China and the successful experience obtained. Based on an in-depth analysis of current problems existing in China＇ s railway security risk management, the article suggests to make further im- provement in view of ＂establishing and continuously maintaining the safety accident database＂ and ＂enhancing the analysis on influences of human factors＂.
