我国内陆省份参与海上丝绸之路的外向型特征与优化策略——基于无水港海港定向合作视角

Export-oriented Characteristics and Optimization Strategy for Chinese Inland Regions in the 21st Century Maritime Silk Road——Based on the Oriented Protocol Relationship Between Seaports and Dry ports

以内陆省域无水港与海港定向连接关系为视角,在收集我国136个无水港和"21世纪海上丝绸之路"沿线127个港口实际数据基础上,构建了内陆地区15个省与"21世纪海上丝绸之路"沿线港口连接的跨境贸易流通复杂网络。通过剖析内陆省贸易流通"外向型"内涵并利用复杂网络理论建立其测度评价体系,从可达性和重要性两个维度对15省在"21世纪海上丝绸之路"网络中的外向型特征及其影响因素进行了分析。结果表明:目前15个内陆省份在"21世纪海上丝绸之路"网络中的外向型水平整体较低,外向型水平不仅与辖域内无水港建立合作关系的海港数目多少正相关,而且与建立合作协议的海港在网络中的地位和作用高低正相关。地方政府可以通过构建更合理的无水港-海港合作网络提升其在"21世纪海上丝绸之路"流通网络中的外向型水平。

From the perspective of the oriented protocol relationship between inland dry ports and seaports, based on the data of 136 inland dry ports in chi- na and 127 seaports along ＂the 21st-Century Maritime Silk Road＂, this paper builds a complex logistics network connected by the 15 inland provinces in chi- na and the seaports along ＂the 21st-Century Maritime Silk Road＂. We analyze the content of ＂export-oriented＂ and select measurement indexes from two as- pects： the accessibility and the importance based on complex network theory, this paper comparatively analyzes characteristics and causes of ＂export-oriented＂ of 15 inland provinces in the network. The results show that the overall level of ＂export-oriented＂ for the whole 15 provinces is low, the ＂export-oriented＂ lev- el for inland provinces has positive correlation with both the number of the sea- ports which has the oriented protocol relationship with it, and the logistics con- nectivity level in ＂the 21st-Century Maritime Silk Road＂ of the seaport connected to the dry ports in this province. Local governments can build a more reasonable cooperation network between seaports and dry ports to improve export-oriented level in the ＂21st-Century Maritime Silk Road＂ circulation network.
