2015年以来,为解决地方财政紧张问题,各地积极推广应用PPP融资模式。然而,由于制度框架与法规体制不健全、项目收益不明确、项目风险难控制等原因,导致PPP融资项目实际签约落地效率并不高。因此,为促进我国PPP项目的有效推进,迫切需要完善相关制度,同时在强化政府市场意识、明确项目收益、锁定项目风险、加大金融支持力度、创新PPP模式等方面做出相应的改革,并调动社会资本参与的积极性。

Since 2015, in order to solve the lack ol local finance, local governments have actively promoted the PPP model. However, the lacts that the existing institutional framework and regulatory system are not perfected, the project income is not clear, the project risk is difficult to control lead to the low efficiency ol implementation ol PPP financing projects. Therefore, in order to promote the ellective advancement ol PPP projects in China, it is urgent lor the government to perfect relevant systems, at the same time, to carry out relorms in strengthening governmental market consciousness, clarifying project benefits, controlling project risks, increasing financial support and innova-ting PPP mode, so as to mobilize the enthusiasm ol social capital participation.
