The New Development of Democratic Centralism after the 18th National Congress of the Communist Party of China

民主集中制是胜利推进执政党各项事业发展的重要保证,这一组织原则经历了一个曲折的发展演变过程。十八届六中全会确定了民主集中制的总的原则,把民主集中制这样一个根本性组织制度上升到一种高度,即任何组织、任何个人在任何情况下都不允许以任何理由违反民主集中制制度,这无疑是对历史经验的深刻总结。十八届六中全会对民主集中制的具体实现形式,做出了一系列重要规定。为什么在当下的中国中央如此注重民主集中制的贯彻实施?这是因为:中共执政面临"三个四"的局面,对实施民主集中制提出新要求;具体到中国经济社会面临的诸多风险来看,也客观要求必须加强和改善党的领导,必须坚持民主集中制的根本原则。今后在实践中应加强民主集中制的制度构建,一是要完善党和国家的领导制度;二是坚持党纪严于国法,通过从严治党保障民主集中制的贯彻和实施;三是加大执政党自身改革,为民主集中制的贯彻实施提供制度保障;四是解决好少数关键的问题,这对民主集中制的贯彻实施具有决定性意义。

Democratic centralism,as an important guarantee to promote various undertakings of Communist Party of China,has gone through a long and tortuous course of development.The Sixth Plenary Session of the 18th Communist Party of China(CPC)Central Committee established the general principles of democratic centralism,which improved this system to a new height———that is,no organization or individual can violate democratic centralism in any situation or for any reason.This is definitely profound summary from historical experience which is worthy of our deep thinking.The Sixth Plenary Session of the 18th Communist Party of China(CPC)Central Committee set important rules for the implementation of democratic centralism.Why does the Central Committee of the Communist Party of China pay so much attention to the implementation of democratic centralism now?The reason is that the rule of ruling CPC raises new requirements for democratic centralism.The risks Chinese economy is faced with also requires to enhance and improve the leadership of the Party and insist on the principle of democratic centralism.In future,we should pay more attention to the institution construction of democratic centralism.First of all,implementing democratic centralism needs to improve the leadership system of CPC and the country.Second,it is important to insist the principle that the Party’s discipline is more strict than the law of the state and to realize democratic centralism through managing the party with strict standard.Third,the reform of CPC should be promoted to provide institution guarantee for the realization of democratic centralism.Fourth,solving several important problems has its decisive meaning to the realization of democratic centralism.
