摘要
目前我国学前教育发展的问题突出表现在供给不足,学前教育需要探索新的供给制度。学前教育供给改革应该借鉴公共管理学的"合作-收益"理论,以政府学前教育公共财政为基础,从而构建政府、家庭和社会共同参与的新机制。学前教育多元合作供给模式需要坚持普及优先、费用合理分担、政府公共财政主导的原则,这将有助于政府、家庭和社会成本的节约和收益的共享,同时旨在实现学前教育产品的增量发展,契合学前教育发展的现实要求。
The insufficiency in supply is the decisive problem of preschool education at present in our country,which needs to explore new supply systems. The reform of preschool education supply should learn from the "cooperation-benefit" theory of public management,and construct the new"government-family-society"supply mode based on the government public finance. The multi-cooperation supply mode of preschool education should adhere to the principle of the priority of popularization,reasonable costs sharing and governmental finance leading,and realize the cost saving and benefit sharing among the government,family and the society. This mode aims to promote the development of preschool educational products,as well as matching the realistic requirements of preschool education development.
