论我国农村扶贫金融制度的完善与创新

On the Improvement and Innovation of Financial System for Rural Poverty Alleviation in China

农村扶贫金融制度的构建与创新不仅是贫困人口脱贫并且实现全面小康的关键,而且是改善民生、推进贫困地区经济社会发展的关键。农村扶贫金融制度构建与创新具有准公共属性,不仅需要政府机构发挥基础性作用,而且需要政府通过诱导性政策指引市场机制发挥决定性作用,还需要社会机制发挥补充性作用。该文首先界定了农村扶贫金融制度的理论内涵与结构框架,然后论述了政府机制和市场机制在农村扶贫金融制度构建与创新中的有效性及其失灵,在此基础上探讨了政府机制、市场机制和社会机制的功能定位,最后提出了我国农村扶贫金融制度构建与创新的思路。

The construction and innovation of financial system for rural poverty alleviation is the key to the well-off poverty population out of poverty and has a quasi public attribute. It is necessary for the government to play a fundamental role and guide the market to play its decisive role, together with the complementary role of society. This paper first sets up the theoretical connotation and the structure and framework of financial system for rural poverty alleviation, and then discusses the government mechanism and market mechanism in rural poverty alleviation and their effectiveness. This paper finally puts forward the ideas of constructing innovation Chinese rural poverty alleviation finance system.
