国际传播视域中的新世界主义:“命运共同体”理念的流变过程及动力机制研究

New Cosmopolitanism under the Perspective of International Communication:A Study on Changing Process and Dynamic Mechanism of “Community of Common Destiny” Concept

中国对于"世界"的看法和论述,不仅体现了一种世界主义的视野,而且也会触动和感动世界,进而会推动世界发展。特别是随着美国新总统特朗普上台,其惊世骇俗的言行,已让整个世界惶恐不安。中国挺身而出,适时提出构建和打造"人类命运共同体"的新世界主义观念,体现了大国的担当与责任,也让世界刮目相看。中国是由内到外、由近及远看待和论述世界的。本文统计分析了2012—2016年国家领导人在国际和国内场合关于"命运共同体"的发言,结合中国文化内核与伦理价值、领导人传播风格、国家经济发展格局以及地缘政治状况,考察人类命运共同体的观念演进及其"一体同心多元"尺度结构空间的影响,厘清当前国际社会对中国决策基于民族主义的理解错置,以新世界主义的视角验证国际传播过程中中国战略理论与现实的内在一致性,从而为构建国家战略的国际传播体系和话语权提供理论依据。

China's view and comment on the world can not only reflect a new perspective of cosmopolitanism, but also affect the whole world and then promote the world development.Especially after Trump, the new president of United States, coming to power and running wild in international politics, the whole world has been lost in panic and unstable. China stands out at this very moment and puts forward the new cosmopolitanism concept of 'Community of Common Destiny', which represents the responsibility of the grand country. It is a way varies from inside to outside and from the near to the distant that China views and comments on this world. According to that, this paper has collected and analyzed Chinese leaders' speeches on'Community of Common Destiny'in international and national occasions from 2012 to 2016, combining with Chinese cultural core and ethical values, leaders' communication style, economic development and geopolitics environment, to discuss the changing process and dynamic mechanism of 'Community of Common Destiny'concept. It can help to clarify the miscomprehensions on Chinese policies based on nationalism and prove the internal consistency of Chinese policies and Chinese reality in international communication under the perspective of new cosmopolitanism, in order to lay a solid foundation for constructing international communication system and obtaining discourse power for national strategy.
