摘要
车牌的特许权资产属性是车牌供给政策的关键理论依据。政府供给、市场供给以及政府与市场双重供给模式,是车牌等特许权供给政策的可选模式和理论因由。1986~2017年国内车牌供给政策不断完善,既有一定成效,又存在改进空间。新加坡、东京等地的车牌供给政策制定、市场配置手段应用及实践经验值得我国借鉴。完善特大城市车牌供给机制,应构建特大城市车牌供给与交易机制,实现一级市场增量车牌供给与二级市场存量车牌交易的有机结合,合理制定相关配套政策。
The property of license plate is the key theoretical basis of the license plate supply policy. Government supply, market supply and the dual supply mode of government and market become the optional mode and theoretical reasons of concession license-plate supply policy. From 1986 to 2017, the domestic license-plate supply policy has been evolving constantly with certain achievements and improvement. While the license-plate supply policies of Singapore, Tokyo and other places are worthy of learning for China from the policy formulation, market allocation and practical experience. To perfect city plate supply mechanism, we could build large city plate supply and trading mechanism, realize the organic combination of primary market supplying license plate and parallel market trading stocking license plate, and reasonably formulate relevant supporting policies.
