Path to Realize the Construction of Marine Ecological Civilization Under the Strategy of Innovation Driven Development

海洋生态文明是建设海洋强国和促进海洋经济社会可持续发展的战略需要。经济新常态下建设海洋生态文明离不开经济的转型升级和产业结构的调整,创新驱动发展低碳经济、绿色经济、循环经济是海洋生态文明建设的必要条件,创新驱动发展战略为海洋生态文明建设提供了有利的发展契机和支撑。因此,从理论创新、制度创新、科技创新和文化创新四个维度阐述了创新驱动发展战略的内涵,分析了其对海洋生态文明建设的作用,以及海洋生态文明建设的实现路径,以促进人与社会、人与海洋的和谐发展。

Marine ecological civilization construction is a strategic need to build a sea power and promote the sustainable development of marine economy and society. Marine ecological civilization construction cannot do without the economic transformation and upgrading of industrial structure adjustment under the new economic normal. Innovation driven development of low-carbon economy, green economy, circular economy is a necessary condition for the construction of marine ecological civilization. Innovation driven development strategy provides a favorable development opportunity and support for the marine ecological civilization construction. This paper expounds the connotation of innovation driven development strategy from the four dimensions of theoretical innovation, system innovation, technological innovation and cultural innovation, and analyzes its role in and the path selection of the marine ecological civilization construction so as to the harmonious development of man and society, man and sea.
