应用技术大学治理能力的提升路径

摘要 治理能力是推进我国供给侧改革和应用技术大学内涵式发展的重要力量,具有丰富的内涵。应用技术大学治理能力不仅强调对自身功能定位的明确回应,也强调对制度的执行和实施。结合治理的本质,治理主体多元化、治理方式民主化、治理途径协同化、治理手段制度化及治理效果高效化等是衡量应用技术大学治理能力强弱的重要指标。要提升应用技术大学的治理能力不仅需要培育制度能力,构建完善的制度体系,也需要增强制度的执行能力,搭建制度运行网络,更需要关注文化治理,营造良好的治理环境。 Governance capacity is an important force to promote the supply-side reform of China and the development of the university of applied technology, which has rich connotation. The governance capacity of university of applied technology not only emphasizes the clear response to its own functional orientation, but also emphasizes the execution and implementation of the system. According to the essence of governance, diverse governance subjects, democratic governance ways, collaborative governance approaches, systematic governance means and efficiency governance effects are main index on measuring the intensity of governance ability of applied technology university. To enhance the governance capacity of the university of applied technology, which not only needs the ability of cultivating the system, building a perfect system, enhancing the ability to the implementation of the system, building a network of system operation, but also needs to pay attention to governance culture and creating good environment of governance.
