随着公民社会的兴起,社会治理的发展,自20世纪80年代以来,非政府组织在全球兴起,发挥着第三部门在社会治理中特有的作用,在诸多领域都有其影响力,一定程度上促进了社会公共事务的有效治理。然而,多年来我国经济的迅猛发展,人们的需求向多样化趋势发展,社会公共服务的供需矛盾也不断加深。在政府、市场失灵的背景下,供需引发的矛盾问题急切需要非政府组织发挥不可替代的作用。
