摘要
在中国众多的"领导小组"中,以"中央深改组"最为引人注目。然而目前解析"领导小组"的三个研究视角,都难以能够完全覆盖"中央深改组"的运作实践。在实际运行过程中,"中央深改组"呈现出"公开化"和"大组化"的特点。重视并处理好与其他"中央领导小组"、与地方"深改组"、与正式制度体系这三对重要关系,是"中央深改组"有效履行其职责的前提和保证。"中央深改组"在致力于推进国家治理体系和治理能力现代化的同时,亦需以身作则地树立起自身运行机制的现代化这一标杆。
The "Central Leading Small Groups for Comprehensively Deepening Reform (CLSGCDR)" of CPC is the most influential one in all kinds of "Leading Small Groups". However, the three research perspectives which explain the"Leading Small Group" are hard to cover the operations of CLSGCDR. In the specific working process, the CLSGCDR is characterized by more open and integrate. Pay attention to the three important relations and handle them well, which include with other "Central Leading Small Groups" ,Local Leading Small Groups for Comprehensively Deepening Reform,and formal institutions, is the premise and guarantee that the CLSGCDR performances effectively. The CLSGCDR is committed to promoting the modernization of the national governance system and governance capacity, and it is also necessary to set up a benchmark of its modernization.
