The Operative Path for Science and Technology Associations to Undertake Government's Transferred Functions

"政社分离"是政府简政放权、职能转移的必然要求,科技社团在政府职能转移中承担着服务社会及参与经济建设等职能,科技社团只有勇于面对、找寻机会、主动作为,加强自身建设,增强参与竞争的服务能力,实施公司化运作、品牌化经营、精细化管理的"三化策略",做到思想创新,与时俱进,才能顺应经济社会发展及民生科技进步的时代大潮。

The separation of government and society is an inevitable requirement for the decentralization of government and the transfer of government functions. Science and technology associations undertake social services and participate in economic construction in the transfer of government functions. They should face bravely, seek opportunities, take active action, so as to strengthen themselves and promote service capability in competition, and simultaneously implement ＂the three strategies （demutualization operation, brand running and precise management）＂, achieving idea innovation and keeping pace with the times. Only in these ways can the associations adapt the economic and social development and scientific and technological progress.
