Intellectual Democracy in the Decision Making of Crucial Projects

在科学的基础上建立民主机制,保证民主的同时保证科学,以期重大工程最终符合伦理道德规范,是值得探讨的课题。文章从当下重大工程民主决策现状入手,分析民主决策产生问题的原因,以及知识民主在重大工程决策中的必要性,并尝试探索科学的民主机制,为重大工程中的民主决策提供一定的理论依据和改善参考。

This paper aims to conform crucial projects with ethical standards ultimately by establishing a democratic mechanism on the basis of science, and ensuring simultaneously its democracy and science. This article starts from the present situation of crucial projects, analyzes the causes of the democratic decision--making issues, and the necessity of democratic participation in major projects. At the same time, it tries to explore the scientific and democratic mechanism to provide some theoretical basis and reference for the improvement of democratic decision--making in major projects.
