[目的/意义]本文为探讨创建省区高质量高校智库——太行发展研究院而作。[方法/过程]本文以中外智库及其人才的历史扫描为基础,阐述了智库建设对民族兴衰、社会进步的重大意义。[结果/结论]深入探讨了高校智库建设的基本经验和科学评价体系,宏观与微观呼应。在国内高校新型智库初兴年代,具有重要参考价值和启示意义。

[Purpose/significance] This paper is written tbr Taihang Development Academy wnlcn alms to create a high-quality university think tank in Henan Province. [Method/process[ Based on the historical scanning of Chinese and foreign think tanks and their talents, it profoundly expounded the great significance of building think tanks to the rise and fall of nationalities and social progress; the basic experience and scientific evaluation system of the university think tank construction was discussed. [Result/conclusionl This paper presents a unique vision whose macro perceptions echo with the micro ones. In addition, not only the content is vivid and concise, but also it contains rich knowledge and innovation. It has important reference value and brings up enlightenment when the university think tank is going to spring up in China.
