公私合作伙伴关系的困境与出路

The Obstacles and Future of Public-Private Partnership in China

摘要 PPP(Public-Private Partnership,公私合作伙伴关系)作为由政府和社会资本合作提供公共服务的各类项目,具有提供融资、提高效率等优点,但由于制度与体制的约束,在中国还不能有效发挥作用。文章通过分析若干案例,指出PPP在实践中的难点,认为目前推进PPP的主要途径是进一步深化经济体制改革、提高监管水平、完善法律框架等。 Public-Private Partnership （PPP） refers to all kinds programs supported by governmental and social capital to provide public service. PPP has advantages of abundant capital and high efficiency, but is constrained by institutions and organizations. Through analyzing several classic examples, this article points out obstacles faced by PPP in practice,and argues that the main approach for the promotion of PPP is to deepen the reform of economic system, strengthen su-pervision and perfect legal framework.
