摘要
政策网络是分析教育治理的一种新的研究路径与解释框架,教育治理形成于政策主体相互作用的动态进程。其中,政策网络的主体联动、阶段发展与制度环境特征,分别赋予教育治理以系统价值、过程价值和制度价值。为实现教育治理价值,有赖于网络内部主体关系的建立以及各网络结构的相互协调。因此,应以教育效能提升为政策网络"中枢",凝聚教育治理的价值目标;鼓励多元参与合作,共担责权,以此拓展教育治理路径,最终在不断调适政策主体中促成教育网络的正常运转。
The policy network is a new research approach and explanation framework for analyzing education governance which is a dynamic process formed in the interaction of subjects, Among them, the features of the subjects ' linkage in the policy network, their stage of development and their institutional environment have respectively provided the education governance with the systemic value, the process value and the system value. And the realization of the education value relies on the establishment of the main body relationship within the network and the mutual harmony among various network structures. Therefore, efforts must be made to promote educational efficiency as the "pivot" of the policy network, to cohere the value goal of education governance and to encourage multiple participation and cooperation to share in liability so as to expand the approach to education governance management and to ultimately facilitate the smooth operation of the education network in the continuous adjustment of the policy subject.
