The Composition and Operational Mode of Politics and Law Commissions

委员会制是列宁主义政党实现民主集中制的组织方式,政法委是委员会制在政法口的具体表现方式。作为一种议事协调机制,政法委对分工、分立状态下各政法机关的意志和行动进行统筹、综合。1980年中央政法委恢复后,这一议事协调机制逐渐确立为单位成员制。其具体的职能体现,通过对1978年中央政法小组到1980年中央政法委转变的对比,可获得清晰的认识。在这一转变中,新成立的中央政法委机关,是区别既往的一个显著不同。区分作为议事协调机制的中央政法委和作为其办事机构的中央政法委机关,是准确评价这一机制的前提。

Organizationally, Leninist parties implement democratic centralism through the ＂commission system. ＂ In the area of political and legal affairs, the commission system is in- stitutionally embodied in polities and law commissions. A politics and law commission, as an institution for deliberation and coordination, is responsible for the overall planning of the work and synthesizing the minds and acts of the various politics and law agencies （ commonly known as the ＂member units＂） that are organizationally and functionally separate from each other. Since the restoration of Central Politics and Law Commission in 1980, it has eventually become an established norm that this deliberation and coordination institution consists of representatives from each of the member units. To understand such institution＇ s concrete functions, one may observe its transformation from Central Politics and Law Group to Central Politics and Law Com- mission in 1980. A remarkable change occurred during this process was the formation of Central Politics and Law Commission Agency. One must distinguish the Agency, which is an adminis- trative organ, from the Central Politics and Law Commission, which is a deliberation and coor- dination institution, in order to make accurate evaluations of the latter.
