发达国家公共体育服务体系建设经验及对我国的启示

Experience of the Construction of Public Sports Service System in Developed Countries and Its Enlightenment to China

公共体育服务体系的建设和完善,对于推进全民健身国家战略和健康中国建设、激发体育产业发展活力具有至关重要的作用。采用文献调查法和逻辑分析法对发达国家公共体育服务体系建设情况进行分析,认为世界发达国家公共体育服务体系各具特色,但又有许多共同之处,发达国家特别重视整合各方面资源建设公共体育服务体系,为公众参与体育活动提供良好、综合的服务。启示主要有以下几个方面:政府出台法律和政策保障公共体育服务体系建设;转变政府职能,积极引导公民和社会力量参与;注重多层次、多部门协同配合提供公共体育服务;形成了公共体育服务公共财政与社会资金共同保障的多元化投入格局;体育志愿服务在发达国家公共体育服务体系中发挥重要作用;重视弱势群体和特殊人群公共体育服务的供给;公共体育设施的覆盖面广、服务模式多样化和利用率高。

The construction and improvement of public sports service system play an important role in promoting national fitness strategy and building China＇ s health, stimulating the vitality of the development of sports industry. By using the method of literature review and logical analysis, this paper analyzes the construction of public sports service system in developed countries.The author points out that the public sports service system has their own characteristics, but also has a lot in common in developed countries. The developed countries pay special attention to the integration of various resources to construct public sports service system in order to provide a good and compre- hensive service for the public to participate in sports activities. The enlightenment mainly has the following aspects： to establish laws and policies to ensure the construction of public sports service system： to transform government functions, and actively guide the participation of citizens and social forces; to pay attention to multi level, multi sectoral coordination to provide public sports services： to form the diversified investment pattern of public sports services public finance and social capital; Sports volunteer service plays an important role in the public sports service system of the developed countries, and pays more attention to the supply of the public sports service of the vulnerable groups and special groups： the wide coverage of public sports facilities, the diversity of services and high utilization.
