城市失独家庭的公共服务强化供给体制研究

Research on Compensating the Supply System of Public Services for Loss-of-single-child Families in the Cities

"失独家庭"作为我国计划生育后产生的特殊群体,面临贫困化、边缘化、老龄化三大风险,如何强化失独家庭的公共服务供给体制,是目前需要着力解决的关键点,通过强化提升失独家庭的公共服务财政扶助标准,建立多元化的失独家庭养老医疗服务体系,增加文化服务产品的特殊供给,以增强与城乡公共服务供给侧改革的耦合性。

Loss-of-single-child families, whose parents lost their only child, are a special vulnerahle group owing to China＇s one -child policy. The loss-of-single-child families in the cities are facing the three major risks： pauperization, marginalization and ag- ing. At present, the key point we need to slove is how to strengthen the public service supply system of the loss-of-single-child fami- lies. Therefore, we should enhance and promote the financial input level of public services, establish a diversified family health care system for the one-child died families, boost the special supplies of cultural services so that we can increase the eoupling with the sup- ply-side reform for public services of urban and rural area.
