公共基础设施PPP合作收益分配的影响因素——以江西省实证研究为例

通过访谈样本和有关PPP模式政策文件样本,运用扎根理论对江西省公共基础设施PPP合作收益分配影响因素进行理论构建和推演,运用结构方程模型进行实证分析。模型结果表明,影响路径及重要性序次是制度性、主体性和社会性因素,且都呈正影响;合作收益、资本投入、风险承担、合同执行、创新贡献与主体性因素,财政补贴、回报方式、激励制度、运营市场化与制度性因素,民众支付意愿、项目绩效评价、民众支付能力与社会性因素都是正向关系。同时藉以提出加强制度供给、鼓励创新性收益、严格合同执行、完善民众参与机制、加强绩效评价等建议。

Through the interview samples and related samples of the PPP model policy documents, this paper builds and deduces the- oretically influence factors of Jiangxi public infrastructure PPP cooperation income distribution with the grounded theory, and conducts the empirical analysis by using structural equation model. Model results show that the impact paths and order of importance are institution, subjectivity and sociality, all of which are positively correlated; cooperation income, capital investment, risk-taking, contract execution and innovation contribution have positive impacts on subjectivity, financial sub- sidy, return method, incentive system and operation marketization have positive impacts on institution, people＇s willingness to pay and project performance evaluation have positive impacts on sociality. In addition, the paper puts forward revelations such as promoting supply system, encouraging innovative income, enforcing strictly contract execution, improving the pub- lic participation mechanism, and strengthening the performance evaluation.
