环境规制对我国工业企业创新绩效的影响

Effects of Environmental Regulation on Industrial Enterprise Innovation Performance in China

环境规制政策从短期来看,客观上增加了工业企业的运营成本,但是从长期而言,则可能对工业企业技术和创新投入产生影响。以我国2009—2014年省际工业企业面板数据为支撑,利用面板数据研究我国环境规制对工业企业创新效率的影响。结果表明:对外开放程度和市场化程度有效促进了我国工业企业创新效率;技术市场的交易活跃程度对于我国工业企业创新效率有积极的影响;环境规制有效促进了我国工业企业创新效率的提升。环境规制政策推动技术创新和发展,这为我们提供了一个全新的创新政策研究视角。

From the perspective of environmental regulation policy＇s short-term effects, it really increases the operation costof industrial enterprise, while from the perspective of the short-term of environmental regulation policy, it may force industrialenterprises to improve R＆D investment. The purpose of this paper is to explore the influences of environmental regulationon industrial enterprise innovation performance. This paper adopts the panel regression model and the industrial enterprisedata from the year of 2009 to 2014 to examine their relationships. The results show that opening up, degree of marketizationand the development of technology market have positively effects on industrial enterprise innovation performance, besides,environmental regulation strongly promotes industrial enterprise innovation performance. Environmental regulation policypositively affects technology innovation and development, and it provides a new way to promote technology innovation.
