云南坝区工业用地集约利用控制指标研究

The Control Index Analysis about Intensive Utilization of Bam Industrial Land in Yunnan Province

研究分析云南省坝区工业用地集约利用控制指标对促进区域行业用地集约利用具有重要作用,是对工业用地进行精细化管理的主要措施,也是保护云南省坝区耕地、缓解用地矛盾、实现社会经济健康发展的关键手段。文章以坝区典型工业企业用地数据为基础,通过行业用地集约评价、统计与计量分析等方法,尝试探讨分析坝区工业用地集约利用控制指标。结果显示:(1)从用地结构、用地强度、用地投入和用地产出4个方面构建评价指标体系,利用数据测算出的综合分值显示坝区不同工业行业之间以及行业内部各企业之间的集约利用水平差异较大,总体上工业用地集约利用处于中等集约水平,工业用地集约发展潜力较大。(2)通过岭回归分析方法研究土地集约利用综合分值与建设用地控制指标之间的定量关系,结合实际评价结果提出各行业建设用地控制指标的建议控制值,如容积率和投资强度在国家标准的基础上各行业均有所有提高,建筑系数控制下限提高到40%,绿地率等指标可按国家标准进行控制。

The analysis of control index about bam industrial land intensive utilization in Yunnan province is great valuable for promoting land intensive utilization of regional industry land. Besides, as a major measure, the above research and analysis conduct detail management of industry land. From a higher level, these analyses are key to protecting the Yunnan dam cultivated land, relieving the contradiction about land using and achieving the healthy development of social economy. In this paper, taking classic industrial and enterprise data of land utilization as a base, employing the methodology of evaluation of land intensive industry and statistics and quantitative analysis, we try to analyze the control index of intensively using of dam industry land. Our research shows that, 1）the construct of evaluation system includes land using structure, the intension of land using, investment and output of land, using the comprehensive score indicating the significant differences of the level of land intensive utilization existing in different industries or the different departments of an industry in dam. In general, the level of land intensive utilization in dam belonging to medium intensive level means the development potential is great. 2）The research is about quantitative relationship between the value of land intensive use and control index of construction land by using ridge regression analysis combined with the actual results of the evaluation proposes the suggestion about different industry land use. For example, plot ratio and investment intensity have some improvements based on national standards, and the building coefficient＇ s lower control limits increase to 40%, and the ratio of green space could be controlled based on national standard.
