Promotion of Four Transfers in sand excavation management along Yangtze River course in Luzhou City

四川省泸州市以《长江河道采砂管理条例》为依据,大胆探索创新,摸索出一套行之有效的管理办法,实现了"四个转变",即由单兵作战向齐抓共管转变、由无序管理向规范化管理转变、由创收优先向可持续发展优先转变、由以行政手段为主向法治手段为主转变。

In accordance with Management Regulations of Sand Excavation in Yangtze River Course, a series of effective managerial measures has been applied in Luzhou City of Sichuan Province in a creative and innovative manner. Implementation of＂Four Transfers＂ is highlighted, i.e. from single to joint efforts; from chaos to standardized management; from concentrating on profit to sustainable development; from keen on administrative approach to lawful tools.
