全过程水利预算项目管理的实践与思考

强化水利预算项目管理,对于推进依法治水,深化水利改革,确保项目真实、合法和绩效具有重要现实意义。在深入各流域机构调研基础上,结合"十二五"水利预算管理"三项机制"实践,借鉴生命周期理论,通过归纳梳理和集成创新,提出"项目申报精心指导、项目审核严密公正、项目支付安全顺畅、项目采购依法合规、项目验收严格及时、绩效评价科学合理"的全过程水利预算项目管理新思路,并对其重点内容和初步成效予以阐述。针对水利预算项目管理存在的薄弱环节,主要从健全项目管理机制、理顺项目管理链条、完善项目管理专家库等入手,提出加强政策制度修订、业务财务衔接、中介机构考核管理等对策建议。成果具有较强的理论性和可操作性。

Strengthening project management is of great significance to manage water in a lawful manner, deepen water sector reform, and ensure validity and benefits of budget project. Based on studies and investigation in river basins, a new approach of whole process management that emphases guidance before project application, strict and justice project evaluation, safe and smooth disbursement, standardization of procurement process, strict and timely in project acceptance, and scientific performance evaluation, has been adopted by referring life cycle theory and summary of practical experiences accumulated during 12th Five-Year Plan about water budget management. Considering the weak points in management of budget project, it is suggested to improve the mechanism of project management, straighten project management chain and build expert database, take practical measures such as revision of policy and regulations, improve business financial cohesion and evaluate performance of intermediate bodies. The practice lays a theoretical base for further application of this approach.
