南漳县农业水价综合改革的实践与探索

Practice of comprehensive reform on agricultural water pricing in Nanzhang County

南漳县作为全国农业水价综合改革80个试点县之一,坚持以"节约用水、不增加农民负担、水利工程良性运行"为原则制定试点工作方案。两年多来,南漳县重点从农业水权分配、农业水价形成机制、精准补贴和节水奖励机制、用水合作组织建设、工程产权制度改革、工程建设等6个方面开展农业价改革工作,取得了显著成效。对改革经验进行了总结,针对存在的问题提出了对策。

Being one of the national 80 pilots for comprehensive reform on agricultural water pricing, Nanzhang County has worked out a plan under the principle of ＂water conservation, reducing burden of farmers and ensuring sound operation of water project＂. In the last more than two years, great achievement has been made in comprehensive reform on agricultural water pricing in Nanzhang County, which mainly focused on six aspects of allocation of irrigation water right, establishment of pricing mechanism, carrying out accurate subsidy and award to water conservation, employment of water use cooperative organization, reform of property right system and project construction. Solutions are designed to tackle the problems based on summary of experiences.
