国外水电站防暴反恐现状研究及对我国的启示

Studies on anti-terrorism in hydropower stations abroad and its enlightenment to practice in China

水电是世界电力能源三大支柱之一。通过对国外水电站防暴反恐政策及相关措施的调查与研究,系统阐述了国外水电站防暴反恐现状,对我国水电站开展防暴反恐工作有一定的启示意义。相较于美国等发达国家,我国水电站防暴反恐工作尚处于起步阶段,亟需完善相关法规支撑,增强水电站防暴反恐意识,采用人防、物防、技防等措施提高水电站防暴反恐水平。

Hydropower is regarded as one of the three backbone industries of energy in the world. Based on research and studies on policy and measures, current situation of anti-terrorism in hydropower stations of other countries are reviewed in a systematic manner, which shall have a practical meaning to practice in China. Comparing with America and other developed countries, China has just initiated precaution actions on terrorism in hydropower stations, which should be improved with relevant rules and regulation as well as raising anti-terrorism awareness and highlighting level in terms of people, material and technology.
