特朗普秉持"让美国再度伟大"、"美国第一"等民粹主义理念当选,但他上任伊始就接连受挫。由于特朗普排斥建制派,加之其个性特点,其执政团队搭建异常缓慢,其班子中持极端观点的亲信也逐渐被边缘化。特朗普始料不及的是,其任何"离经叛道"的政策的推行都要受到国会、最高法院、政党制度等的制约,结果会在一定程度上被拉回到共和党建制派的轨道上来。这在美国对华政策上体现得尤为明显。需要注意的是,迄今特朗普政府的大多数官员尚未到位,政府的各项政策也尚未充分和全面展开,对其动向还需做密切观察。
By sticking to such populist ideas as'make America great again'and'America first', DonaldTrump unexpectedly won the 2016 US presidential election. However, Trump has soonsuffered setbacks after he took office. His refusal of the establishment, coupled with his strongpersonality, affected the pace of building his new administration. To his surprise, almost all his'deviant'policies have been, to some extent, dragged back into the track of traditionalRepublican policy frameworks, and his trusted aides that have been deemed extreme-mindedhave also been gradually marginalized, thanks to the constitutional constraints from theCongress, the federal courts, the party system, and the media. This is particularly evident inthe shift of US policies towards China. Nonetheless, since most of the Trump administration'sofficials have not been finalized and its policies are yet to fully unfold, the stance of the TrumpAdministration should be closely monitored.
