This paper introduced the new challenges of national reading promotion in the reading transition period, and ex- pounded the new changes of public library＇ s reading promotion service, and analyzed the system basis for public library to promote comprehensive reading, including the informal system and formal system and promotion mecha- nism, and put forward the construction strategy of national reading promotion service system.
