卫生标准和规范在消毒隔离卫生监督中的应用

Application of Health Standards and Norms in Health Supervision of Disinfection and Isolation

目的了解消毒隔离卫生监督工作中卫生标准和规范的应用情况方法采用填写消毒隔离国家标准规范应用情况卫生监督机构及卫生监督员调查问卷的形式,选取北京市17个区(含燕山)卫生监督所及其从事传染病防治监督的173名卫生监督员进行调查。结果调查的171名卫生监督员对12项卫生标准和规范的实际使用率较低,有51.5%几乎不用,26.4%偶尔使用,经常使用的只占6.2%;58.8%机构曾在2010—2014年应用过相关标准规范对消毒隔离违法行为进行过处罚。结论卫生标准以用为本,应对消毒隔离卫生标准和规范进行全面梳理,选取监督执法工作中应用率高、适用性较强的标准规范,加强培训,提高卫生标准的应用能力。

Objective To understand the application of health standards and norms in health supervision of disinfection and isolation. Methods In the form of both health supervision institutions and health supervisors questionnaire about national standards and norms of disinfection and isolation application, made the investigations into 17 districts （including Yanshan） health supervision institutions in Beijing and 173 health supervisors engaged in the prevention and treatment of infectious diseases. Results The actual utilization rate of the 12 healthstandards and norms was lower in a survey of 171 health supervisors, almost no use （51.5%）, occasionally use （26.4%）, often use （only 6.2%）; During the period from 2010 to 2014, 58.8% of health supervision institutions had given the administrative punishments on the illegal behaviors of disinfection and isolation by applying the relevant standards and norms. Conclusion Based on the application, we should fully comb the health standards and norms of disinfection and isolation. Select standard and norms with higher application rate and stronger applicability, we will strengthen the training and improve the application ability of health standards and norms.
