摘要
教师教育质量保障体系是指为确保职前教师培养达到一定的质量标准,在生源、认证、评估、投入等方面采取的系统性的教师教育政策措施。近年来,世界主要国家纷纷建立健全教师教育质量保障体系,颁布标准、严格选拔、开展认证、加大投入,从源头上保障教师队伍整体素质和专业化水平。通过研究相关文献,探析国际教师教育质量保障体系的内涵、构建的动力和主要特征,并结合我国实际有针对性地提出五点启示:尽快构建中国特色的教师教育质量保障体系;抓住师范类专业认证的"牛鼻子";积极探索多种渠道提高师范生生源质量;坚持以外部促进内部质量保障体系建立的目标方向;加大经费投入保障。
Teacher education quality assurance system (TEQAS) refers to teacher education policy system and measures in many aspects such as candidates, accreditation, evaluation and financial input, which aims to guarantee pre-service teacher education quality. In recent years, main countries in the world construct and improve TEQAS, to guarantee overall quality and professional level of teachers through issuing standards, selecting candidates strictXy, carrying out accreditation and in- creasing financial input. It is explored in this paper on the content, impetus and key characteristics of international TEQAS. Five valuable references are proposed for TEQAS in China: construct TEQAS with Chinese characteristics as soon as possi- ble; initiate teacher education professional accreditation which is the key to TEQAS; improve the quality of candidates through various channels; insist on the direction and goal of construction of internal TEQAS through external one, ensure the financial investment guarantee.
