摘要
目的:了解江苏省卫生人才培养与引进现状,为完善卫生人才培养与引进政策提出对策建议。方法:调查江苏省不同区域医疗卫生机构人才培养与引进重视程度及相关政策影响。结果:不同地域单位卫生人才政策重视度有别;人才培养重视度不够;医院管理人才培养滞后;医疗教学型人才得不到重视;人才培养评估机制不完善;高层次人才引进重科研轻临床。结论:卫生人才培养与引进应立足国际化视野,谋划医学人才发展大格局;实施杰出人才引领工程,加快高层次人才培养步伐;创新临床医学人才培养模式,提高临床医学人才专业素质和服务水平;加强医学研究平台建设,培养临床研究人才;深化教育教学改革,加强师资队伍建设;坚持实践使用与职业培养相结合,稳步建设高素质卫生管理人才队伍;发挥医联体优势,探索基层卫生人才培养模式;发挥用人单位主导作用,做到精准引才;建立层级式激励策略体系,完善人才激励和评价机制。
Objectives: To learn the status quo of talent cultivation and introduction in health industry in Jiangsu province and give some suggestions on talent cultivation and introduction policy making. Methods: The impact of health talent cultivation and introduction policy in different areas in Jiangsu province were assessed. Results: There are common problems such as paying less attention on talent cultivation, especial on hospital management talent and medical teachers, the incompletion of talent cultivation assessment mechanism and imbalance of research talent introduction and clinical talent introduction. There are gaps on the highlighting of health talent policy implementation in different areas. Conclusions: It needs to make a top-level design on cultivate and introduce health talent with an international eye. Outstanding talent introduction project needs to be implemented and talent cultivate mode needs to be innovated to improve health professional's capacity. Research and teaching platform is also needs to be strengthened to cultivate inter-clinical and research talent. It also needs to explore primary health care talent under medical alliance. Multi-dimensions talent incentive mechanism and assessment mechanism need to be established and completed as well.
