林业国际金融组织贷款项目绩效评价探议——以亚行贷款西北三省区林业生态发展项目为例

Discussion on Performance Evaluation of International Loan Projects for Forestry——Taking the Forestry Ecological Development Project of the Three Provinces in Northwest China as an Example

文章分析了项目绩效评价的目的和原则,从相关性、效率、效果和持续性4个方面对林业国际金融组织项目绩效评价进行了论述,并结合亚洲开发银行贷款西北三省区林业生态发展项目,总结了林业国际金融组织项目绩效评价框架,探讨了项目绩效评价面临的困难和问题,提出了初步的建议设想。

The paper analyzed the purpose and basic principles of project performance evaluation. It also gave detailed introduction on four aspects of performance evaluation of international loan project for forestry, which were listed as relevance, efficiency, effectiveness and sustainability. Combined with the forest ecological development project in the three provinces in Northwest China financed by Asian Development Bank, it summarized and developed the framework of performance evaluation of international loan project for forestry, analyzed the existing difficulties and put forward preparatory suggestions of project performance evaluation.
