云南省县级公益林管理信息系统建设与应用

Construction and Application of County-level Non-commercial Forest Management Information System in Yunnan Province

建立反映生态公益林资源动态和生态状况的管理信息系统,建立健全公益林数据库,有效夯实森林生态效益补偿基础,是数字林业建设的关键内容,更是确保资源安全、林区和谐稳定的重要举措。文中阐述了系统平台建设、业务支撑、规范数据等公益林管理信息系统建设目标,实现了县、乡、村到小班的生态公益数据、对公益林管护责任单位、责任人以及对补偿金额、管护金额、监管金额使用兑现的全面监管。并进一步阐述公益林管理信息系统的应用步骤。

Establishing the management information system to reflect the ecological public welfare forest resource dynamic and ecology status, and improving the public welfare forest database to effectively con- solidate forest ecological benefit compensation foundation, were the key contents of digital forestry con- struction, but also ensured the security of the resources, harmony and stability of forest area. This paper elaborated public welfare forest management information system construction goal including system plat- form construction, business support, data specification and others. This study also implemented the com- prehensive regulatory supervision on data of ecological commonweal from county, township, village to sub compartment, department of non-commercial forest management and protection, duty office, compensa- tion funds, management funds and son on. Furthermore, the paper expounds the public welfare forest management information system application steps.
