"逢晋必训"已成为公安民警警衔晋升、职务晋升的常规模式。这就迫切要求公安民警培训以公安工作的实战需求为导向,实现民警教育培训模式的应用性与创新性,满足不断发展的公安业务需要。辽宁公安教育培训中心对公安民警教育训练工作进行了深入的思考,注重突出民警培训的个性化、特色化、专业化,做到"因需施教",坚持以学员为本,改变传统的"填鸭式"教育训练模式,探索、架构、实施"菜单式"教学,有效地提升了公安民警培训的质量,推动了民警训练模式的创新。
