摘要
为保障干部交流工作形成规范有序、持续推进的良好局面,提出在建立军官职业化制度的大背景下,干部交流工作是拓宽军官职业生涯通道、全面培养军官复合素质、加强部队战斗力建设的重要内容;立足我军干部交流工作的现实,以完善军队干部交流制度为着眼点,从加强整体筹划、健全制度机制、走开多种路子、完善福利待遇等4个方面,提出完善军队干部交流制度的对策。
To form a standard and orderly sustainable situation for cadre exchange, the paper proposes that cadre exchange is the important content for expanding military officer' s career, cuhivating military officer' s comprehensive quality, and strengthening military fighting capacity construction under the background of military officer professionalization. Considering the reality of cadre exchange in our army, it also puts forward countermeasures for completing cadre exchange system from following 4 aspects: strengthening overall planning, improving system mechanism, using a variety of ways, and perfecting social benefits.
