社会组织参与全球治理研究述评

Review of the Study on Social Organizations' Participation in Global Governance

基于社会组织和全球治理视角研究社会组织参与全球治理是当前两种主要的研究路径。前者主要涉及社会组织参与全球治理的合法性、参与方式以及在全球治理中的作用、地位等;后者主要集中于当前全球治理体系不利于社会组织参与的理念与机制,社会组织与政府间国际组织、其它社会组织等如何共建关系网络参与全球治理等问题。社会组织参与全球治理未来可重点拓展以下三条研究线索:第一,更加注重从互动网络角度研究社会组织参与全球治理的网络;第二,基于中国国家战略和社会组织现状拓宽研究思路、视角与方法;第三,更加注重社会组织参与全球治理的战略与机制等微观问题研究。

Two main approaches are adopted by current studies on social organizations in global governance, namely from the perspective of social organizations and global governance. The former approach mainly studies the legitimacy of social organizations participating in global governance, their ways of participation, the role and importance of social organizations, and so on. The latter approach focuses on unfriendly mindsets and mechanisms in global governance system for the participation of social organizations, and on the establishment of relation network between social organizations and intergovernmental organizations, and among other social organizations. The future development of the study should focus on the following three clues. First, the perspective of interaction network should be given more attention. Second, based on China＇s national strategies and the status quo of social organizations, future studies might adopt more open ideas, broader perspectives and more methods. Third, micro-issues such as the strategy and mechanism of social organizations should be given more attention.
