摘要
在21世纪的中国,乡村居民群体性铅中毒是环境污染造成健康损害的标识性事件。这类事件的频发以河南省为最,背景是涉铅工业的高速扩张,根源则是受到制度性保护的资本在乡村的横行。当地方政府极力追求经济和税收的增长,公共权力按照资本的逻辑运行并优先服务于企业时,就形成了资本的秩序:劳动力、土地和环境,都必须顺从于资本的积累和营利目标,而乡村居民将难以守住他们的土地、家园和身体。当资本化了的地方政府难以应对资本的秩序造成的无秩序,中毒的村庄如何摆脱受害状态而走向重建,就成为一项紧迫课题。
In the 21^st century China, mass lead poisoning of the rural residents turns to be the indictive incident of health damage caused by environmental pollution. What lies behind the high frequency of lead poisoning incidents in Henan Province is rapid expansion of the lead-related industries, and the root of which lies in the capital with institutional protection raging in rural areas. Under the circumstances where local government is desperate to pursue economic and revenue growth and laws and public power always give priority to enterprises, there comes the order of capital : labor, land and environment shall all conform to the accumulative and acquisitive aim of the capital. Thus, it will become difficult for the rural residents to guard their lands, homes and bodies. When the capitalized local administration can hardly cope with the disorder caused by the order of capital, it will be an urgent task to help intoxicated villages out of the state of victimization and onto the track of reconstruction.
